What is Section 8?

Section 8 is a rental assistance program Federally aided by The U.S. Department of Housing and Urban Development (HUD). The Guam Housing and Urban Renewal Authority (GHURA) approves and provides vouchers and certificates to families on Guam with very low-income, persons with disabilities, and the elderly to provide monetary rental support.

Contact the GHURA Housing Services Division at 671-477-9851 OR pick up an application at the GHURA Main Office located at;

117 Bien Venida Avenue, Sinajana, Guam

Section 8 Housing Choice Voucher

Application to Rent Form

Verification of Employment (VoE) Letter

Last 2 Previous Pay Stubs

Identification Card (photocopy)

Underage Tenant(s) Name(s) & Age(s) (if applicable)

Pet information (if applicable)

 

Secure Funds Before Move-In

Security Deposit (Typically Monthly Rent Amount)

1st Months Rent (Prorated & Generally Covered by GHURA)

GPA & GWA Utility Transfer Funds

 

Section 8 Renting Process

Disclosure: All transactions are different and come with a set of unique situations. This information is intended to provide general information about the Section 8 renting process.

1. Gather all the required documents & information

2. Save and set aside required funds for move-in

3. Schedule showings with a real estate agent

4. Negotiate terms and submit offer (Section 8 voucher attached)

5. Landlord packet reviewed, signed, & GHURA inspection scheduled

6. If GHURA inspection passes, schedule signing w/ GHURA

7. Transfer utilities, GPA/GWA send receipt copies (if applicable)

8. On move-in day, inspect & fill out Move-In/Move-Out Inspection form

9. Submit security deposit

10. Receive keys
